I wrote this for the LP of Pa. over a year ago, and I'm sure that it applies to every state party out there. I submitted it on local discussion groups, but only a handful of people commented on it in any detail. IMO each state should do something similar to this. If you want to look pragmatic, just adapt this for your own state!
Your state Board can then fix deficiencies and make strong points even stronger, once they are identified on paper.
