War and Foreign Policy

The world is filled with authoritarians, ruled by evil governments. How do we defend a free country from such? A tax supported military? Volunteer militias?

Do we extend the Second Amendment to B-52s? To nuclear weapons?

When should the country go to war? Do we wait until a foreign army crosses our border? Or do we act preemptively to stop ambitious dictators before they get too powerful?

Is it more libertarian to be isolationist or to use our wealth and might to put an end to genocide and/or tyranny when it is easy for use to do so?

If so, what should be the criteria for war? What should be the legal procedure?
