Send no troops to war, or other military action, without a constitutionally required declaration of war from Congress.
Option 3
Commit no troops to combat for more that fifteen days without a Congressional Declaration of War.
Option 4
Secure our borders, maintain a strong national defense, and require a congressional declaration of war for armed engagements abroad.
