Refocus environmental protection from regulation to enforcement and prosecution. Create mechanisms for reporting, investigation, and confirmation of abuse, with penalties that make pollution unprofitable. |
Regulation encourages polluters to get involved in the political system to protect their interests. Legislation is lobbied, campaigns are funded, all in the interests of taking away the costs of regulation. Technology is providing new mechanisms to prevent pollution, but only effective enforcement will provide the incentive to use them.
